Case study 1: Tinian Power Plant Project (
The objective of this project was to finance, design, procure, construct and thereafter operate & maintain a fully integrated Power Generation Facility for the client. The project consists of all facilities necessary to implement and construct a fully operational 20 MW Power Plant Facility, which is expandable to 30MW. The project works included planning, design, supply construction, installation, testing and commissioning. The facility includes the Power Plant Building with all utility and support systems and housing the main 4x2.5 and 2x5MW generators. This project was built using the BOOT methodology, where we were responsible for financing, building, operating and later transferring ownership to the client. To date Telesource CNMI (a Pernix Group Company) continues to operate and maintain the Power Plant.
Adequate provisions were made to meet the requirements of the administrative and operations staff with suitable offices, meeting rooms, rest rooms, etc. in this building. The facility also houses the office of CUC. The other major installations in this facility included:
- Warehouse
- Guardhouse
- Sub-Station Building
- Open Storage are for oil drums with containment dike
- Diesel Storage Tank (with provisions for a second tank) and transfer system shelter
- Oil Storage Tank and transfer system shelter
- Water (fire water and domestic water) storage tank and transfer system shelter
- Covered Parking area
- Waste Oil Disposal System
- Perimeter Fence.
This is the only Power Plant in CNMI that meets U.S. Environmental Agency (EPA) regulations.
Case study 2: Kinoya & Vuda Power Plant ()
The Kinoya Power Plant, situated near Suva, the capital of Fiji, is part of the Fiji Electricity Authority (FEA) grid and is the largest Diesel based Power Plant in Fiji.
In 1999, FEA awarded Telesource the contract to expand the Power Plant to 12 MW. During the coup in 2000 and because of the resulting disturbances at the Hydro Power generation facility rolling power cuts became the norm on the main island of Viti Levu. At that time, FEA modified the contract to move the 12 MW machines to Vuda Power Plant, which is the second largest Diesel based Power Plant in Fiji, and added 20 MW for the Kinoya Power Plant.
The project was a Design and Build Turnkey project including all the following:
- Building extension
- Foundations
- Electrical Works
- Mechanical Works
- Supply
- Installation
- Testing & Commissioning of Diesel Generators
To that end, Telesource moved the heaviest single piece of equipment, 2x10MW gensets, weighing over 140 metric tons over the roads in Fiji by bringing in specialized self balancing, self propelled Hydraulic dolley system from the U.S..
Despite the coup, the plants were commissioned as scheduled in 2001.
As a testament to FEA’s satisfaction with Telesource, Telesource was awarded a 20 year Operation & Maintenance (O&M) Contract for both Kinoya and Vuda Power Plants in 2003. And in late 2005, Telesource was awarded O&M for another 30 MW extension to the Kinoya Plant.
The expansion of the Kinoya Power Plant was carried out in close coordination with FEA and the existing plant personnel, all the while ensuring the safety of employees and equipment and without interruptions to its regular operations. The Kinoya Power Plant is fully compliant to the environmental regulations of Fiji, World Bank Guidelines and good Engineering Practice recommendations for ground level exhaust emissions.
Case Study 3: Marmara Project, Turkey (Enron)
The Marmara Project is a 480MW gas-fired Combined Cycle gas turbine power station using Siemens 94.2 technology is one of the first independent power stations built in Turkey. The plant, located in Marmara, began commercial operation in June of 1999 and now supplies power to the state power utility.
Configuration:
- Siemens V94.2 Gas Turbines (2), dual fuel,
- Nooter-Eriksen HRSGs
- Siemens Teleperm TXP Control System
- Siemens Steam Turbine
- Desalination facility provided all make-up water
Scope of work:
- Provided full scope commissioning and start-up
with no lost time to accidents.
- Services included management of chemical cleaning,
self-performance of steam blows, QA/QC, and com-
plete commissioning through performance testing.
- Coordinated generation schedules, fuel consumption
estimates, and all training activities, while the O&M
staff was integrated into the start-up effort.
Case study 4: Peñuelas, Puerto Rico
A world-class LNG storage and unloading terminal, the Peñuelas, Puerto Rico terminal enables commercial quantities of natural gas to be imported to Puerto Rico. The LNG terminal began commercial operation in the third quarter of 2000. Vaporized LNG is provided to the 507MW combined cycle Peñuelas power project equipped with two Westinghouse 501F gas turbines.

- Provided owner’s services and commissioning
and start-up services with zero lost time accidents
- Commissioning management of power block and
coordination with LNG facility
- Owner start-up manager
- Operator training and operation mentors
Case study 5: Macaé, Rio Claro Project, Brazil (El Paso Energy)
The Macaé, Rio Claro Project is a 780MW simple cycle power plant located in Macaé, Brazil, and is one of the largest merchant plants in Brazil.
Configuration:
- 16 LM6000, Sprint, Norway and US units
(Phase I-IV)
- 4 LM6000 (Phase V)
Scope of work:
- Commissioning and start-up services with zero
lost time activities.
- Work included planning, scheduling, procedure
development, field execution, performance testing
coordination and hand-over to the client.
- Upon completion of start-up, provided owner’s
engineer services for the Phase V portion of
the project.
- Also retained to provide transitional operations
support.
Case study 6: The University of Maryland Project (GEAEP/General Electric)
The University of Maryland Project is a 20MW simple cycle power plant located in College Park, Maryland.
Configuration:
- 20 MW Nuovo Pignone gas turbine and auxiliaries
Scope of work:
- Installation management
- Planning and implementation of systems
integration with existing campus steam
and refrigeration systems, and facility
- Commissioning and start-up
Case study 7: NNCC Biomass Power Project (APS Services)
The Northern Nevada Correctional Facilities (NNCC) Project is a 1MW biomass power plant located in Carson City, Nevada.
Configuration:
- Hurst-Elliott Boiler and 1MW steam turbine
- Steam, condensate, and cooling systems
- Photovoltaic solar panels.
Scope of work:
- Installation support and commissioning and start-up
services for the boiler, steam turbine generator and
all auxiliary systems
- Additional services included extended plant
operations supplying power and steam to the
correctional facility
Case study 8: Combined Heat & Power Plant (Syska Henessey)
The Orange County Central Utility Project in Orange County, California, is replacing existing boilers with a 10.5MW combined heat and power unit.
Configuration:
- 2x 5.5MW Solar Taurus 60 gas turbines and auxiliaries
- Heat recovery steam generators
- Electrical distribution and utility interconnect
Scope of work:
- Owner’s Engineer management team provided commissioning and start-up oversight
- Turnover management for the CHP facility and its interface to existing steam, refrigeration and electrical systems
- Development of the plant operations manuals as well as operator training
Case study 9: Jamaica Bay Energy Center (Florida Power & Light)
The Jamaica Bay Energy Center, located in Far Rockaway, New York, consists of a 54MW Simple Cycle natural gas and oil-fired facility, equipped with Pratt & Whitney FT8 Power Systems Combustion Turbines.
Configuration:
- 2x Pratt & Whitney FT8 gas turbines and auxiliaries
Scope of work:
- Commissioning and start-up services
- Scope included: planning, scheduling, procedure development, field execution, performance testing coordination and hand-over to client
Case study 10: Hydroelectric Power (Vanuatu)
The Pernix Universal team utilizes Vanuatu Utility and Infrastructure Ltd. (VUI) and their network of project and construction management services, engineers, and Hydro Plant Operations Team support for the implementation of New Hydroelectric power projects.
Configuration:
